What changes between levels

Officer / Band 4–5
Demonstrate working knowledge of your service area, ability to follow procedures, and team contribution. Evidence is task-focused.
Senior Officer / Band 6–7
Demonstrate independent casework, supervisory or mentoring experience, and ownership of small projects. Beginning to evidence leadership.
Principal Officer / Band 8
Demonstrate management of a workstream or service area, accountability to councillors or senior officers, and budget responsibility.
Service Manager / Head of Service
Demonstrate strategic ownership, accountability to elected members, partnership working with other agencies, and outcomes that affect residents at scale.
Director / Strategic Director
Demonstrate council-wide leadership, statutory accountability, and the ability to lead change across multiple service areas.
