What changes between levels

AA / AO (Administrative Assistant / Officer)
Demonstrate reliable execution of defined tasks, attention to detail, and willingness to learn. Evidence is about owning small tasks well, not strategic influence.
EO (Executive Officer)
Demonstrate competent ownership of your own outputs, beginning to take initiative on small improvements within established processes.
HEO (Higher Executive Officer)
Demonstrate independent judgement and ownership of outcomes — managing work end to end, dealing with ambiguity, producing measurable results.
SEO (Senior Executive Officer)
Demonstrate cross-team influence and delivery through others. Leading workstreams, presenting to stakeholders, producing outcomes that affect more than your immediate area.
Grade 7 / Grade 6
Demonstrate strategic ownership of a function. Leading multiple teams, influencing senior officials, producing recommendations that ministers or boards adopt.
Senior Civil Service (SCS1–3)
Demonstrate system-level transformation, public accountability, and outcomes that affect citizens at scale. The language and scope of evidence is fundamentally different.
